How the Development plan is made

A Development Plan is a plan indicating development objectives for the Local Authority’s area. The Plan forms a framework against which development decisions are taken. Planning Authorities are obliged by law to make a new Plan or review their existing Plan every five years.

To date Cork City has had 7 Development Plans, i.e. 1969, 1974, 1979, 1985, 1992, 1998 and 2004.

A Draft Plan is prepared by the Planning Department in conjunction with other City Council Departments and presented to Council. Once approved by Council, the City Council advertises that the plan will be on public display for a 3 month period. Within this period the public may view the Draft Plan and submit objections or observations to the Planning Authority on same.

Cork City Council sets up a Sub-Committee of Council to examine the submissions, meet with delegations and report their recommendations to Council.

The Planning Authority is obliged to take into account, before adopting the Plan any representation made through the system of public representation and consultation, and if a material change in the Draft Plan is proposed, such proposals must be publicly advertised and put on display for one further month.

The adoption of the Plan is a reserved function performed by Council. Cork City Council adopted its current Development Plan in December 2003.
