Cork Corporation Bardas ChorcaĆ
Cork Corporation’s Corporate Plan for 2001 to 2004, recently adopted by the City Council identified the following objective:“To Control and Manage the Road Space in a balanced wayby strict monitoring, control and licensing of installationson footpaths and roads, to minimise clutter, obstructionsand hazards to road users.”
- Roads are not for the sole use of vehicles but also service the needs of pedestrians, able-bodied and physically/sensory impaired. We all benefit from the unobstructed and safer footpaths and roads.
- Strict licensing regulations apply to all wishing to erect scaffolding/hoarding, place skips, furniture or signs on the public road. Cork Corporation Roads Department have responsibility for issuing, monitoring and enforcing these licenses. Non compliance and breach of regulations may lead to prosecution.
- Cork Corporation wishes to acknowledge the high level of compliance with the relevant regulations in the majority of cases.

Skips
- Skips placed on the public road must have reflective markings and the identification details of the supplier of same.
- Skips must be maintained in a clean safe manner with no sharp edges or rust and be easily visible especially at night.
- Skips are not to be placed at the following locations: Taxi Rank, Vehicular Entrance, Pedestrian Crossing or Junction, Cycleway, Bus Stop, Disabled Persons Parking Bay or in any other location likely to obstruct road users or pedestrians without prior permission.
Scaffolding
- Uprights should be protected to ensure no protrusion or hazard for pedestrians.
- Contrasting fluorescent tape is to be fitted to enhance visibility.
- Minimum clearance of 1.2m between uprights for pedestrian safety.
- Scaffolding to be adequately secured at night to prevent unauthorised persons climbing onto same.
- Where necessary, safe provision must be made for pedestrians, in particular the mobility and visually impaired.
- Advertising on scaffolding is not permitted without consent of the Planning Department.
- All uprights to be fitted with base plates to protect the public footpath.
- First platform to be close-sheeted for public safety and to be not less than 2.2m above ground level.
Hoardings
- Construction manner and materials used to comply with Cork Corporation requirements.
- Where necessary, safe provision must be made for pedestrians, in particular the mobility and visually impaired.
- All gates and doors must open into site and not onto the public area.
- Hoardings to be suitably lit during the hours of darkness.
- Corners of the hoarding must not expose pedestrians to injury.
- “No parking” signs to be fitted and displayed where appropriate.
- Adjacent street gullies not to be blocked during the works.
- Hoardings should not obstruct access to fire hydrants.
- Hoardings to be adequately secured at night to prevent unauthorised entry onto site.
- Advertising on hoarding is not permitted without consent of the Planning Department.
Tables, Chairs, Signs on Footpaths.
- Tables, chairs are not to be placed on the public footpath without the licensed permission of Cork Corporation.
- Tables, chairs or signs are not to be placed in a manner or area which can cause obstruction to pedestrians, in particular the visually or mobility impaired.
- The area shall be serviced and swept clean during the day and washed and swept at the end of each day.
- Advertising signs are not to be placed on public footpaths without the prior consent of Cork Corporation.
