Tenant Purchase Scheme

Tenants of a Local Authority house with a tenancy in excess of one year may apply to purchase to the Local Authority from whom they rent the house under the Tenant Purchase Scheme. The price of the dwelling is based on the current market value less discounts/allowance to which the tenant is entitled. The structural condition of the house will be taken into account; any improvements made to the house by the tenant will be disregarded in calculating the price. Certain forms of housing, such as dwellings for the elderly, are excluded from the provisions of this scheme.

In the 2011 Budget Statement the Minister for Finance announced a new fixed-term tenant purchase scheme.  The new scheme, Tenant Purchase Scheme 2011, applies only to tenants with ten years reckonable tenancy or longer and will be open for applications only until the end of this year to 31st December, 2011. 

The Tenant Purchase Scheme 2011 is in addition to and does not replace the existing 1995 Tenant Purchase Scheme which will remain in place until the 31st of December, 2012 for tenants with up to ten years tenancy.

Publicly Funded House Loans

Persons who cannot obtain a sustainable mortgage from the private sector or purchase or build a dwelling may apply to the Local Authority. The loan limit is 95% of the property value to a maximum of €185,000 subject to income, with the maximum term being 30 years.

Home Improvement Loans

Loans are available for the carrying out of improvement works on dwelling houses within the functional area of Cork City Council subject to compliance with certain conditions.
The maximum secured loan that can be advanced is €32,000 and the maximum unsecured loan to be advanced is €15,000. A loan shall not exceed 80% of the estimated cost of the works. The loan can be taken over 10 or 15 years.

Home Choice Loan

What is Home Choice Loan?

Home Choice Loan is a mortgage provided through a number of local authorities for First Time Buyers who cannot get sufficient finance from a bank or building society.

Home Choice Loan will provide up to 92% of the market value of a property purchased. The maximum loan amount will be 285,000 . The loan is a normal Capital and Interest bearing mortgage which is repaid on a monthly basis.

The mortgage term will be for a maximum of 30 years.

Home Choice Loan will only be available for newly built homes.

Private Rented Dwellings

The Residential Tenancies Act 2004, which provides for the reform of residential landlord and tenant law, has now been enacted. The existing system of annual registration with local authorities has ceased and landlords are now required to register tenancies with the Private Residential Tenancies Board (PRTB), which has been established on a statutory basis by the Act.

Private rented accommodation registration and enforcement.

Registration

Registration under the Housing (Registration of Rented Houses) Regulations, 1996. Landlords must register houses, flats etc. let for rent or other valuable consideration with the Private Residential Tenancies Board within one month of letting. An annual fee is payable by the landlord for this registration.

An application form must be completed, giving the following details:

  • The address of the house or flats,
  • Description of the accommodation, i.e., whole house, apartments or flats, single, rooms etc.
  • Name and address of landlord and of his agent appointed & PPS Number;
  • Name of tenant, rent, how and when paid & PPS Number.
